2. (U) Purpose. To obtain a decision on the propulsion alternative for the FY27 ground vehicle block upgrade (point trade; episode 1 of a refreshable decision program). Schema was locked by the contracting officer before scoring. The large language model did not rank options.
3. (U) Recommendation. That the Project Manager select HE-900 hybrid-electric as the propulsion alternative. Deterministic scores against the locked schema: HE-900 0.87, D-600 diesel 0.81, T-450 turbine 0.69 (dominated). Decision readiness: READY FOR SIGN-OFF.

a. (U) Background. The block upgrade requires a propulsion down-select before IOC (24 months). This package is a single-episode point trade with a defined refresh cycle if evidence or assumptions change.
b. (U) Alternatives considered. COA 1 HE-900 hybrid-electric (recommended). COA 2 D-600 diesel (baseline / runner-up). COA 3 T-450 turbine (dominated; not competitive).
c. (U) Evaluation factors (locked by CO; no evaluation while unlocked). Range 0.35 (REQ-R-600, ≥600 km). Maintainability 0.30 (REQ-M-2000, MTBF >2,000 hr), raised from 0.25 at lock. Unit cost 0.20 (REQ-C-800, ≤$800K). Vehicle weight 0.15 (minimize).
